Insert VAD Effect
Inserts a Voice Activity Detection (VAD) effect at the given index. VAD marks audio as silent unless it detects speech (and, with the volume gate, enough loudness), so only speech is transmitted. Configure it with Set VAD Config.

Index is shifting subsequent effects. An index of 0 inserts at the beginning of the pipeline.
