API keys need at least one event-bearing scope and receive only the event domains their scopes cover: session.*/bot.* → sessions, message.* → messages, participant.* → participants, gathering.* → gatherings, sanction.* → sanctions or sanctions.read, webhook.* → webhooks. Ingested ODIN Fleet events (image.*, config.*, deployment.*, server.*) need the reserved fleet:events scope and are therefore not delivered to API keys yet. Console (JWT) users receive every event.
